1.Browser-Safe Color Palette or Web-Safe Colors always refer to the same set of colors composed of fixed 216 RGB(Red Green Blue) out of a possible of 256 its because the remaining 40 color vary on pc and Macintosh which are used in Internet Explorer or Mosaic for example. The 40 variable colors are eliminate for optimized cross-platform used.

The reason 216 colors are fixed is because using this palette designer are able to control what appear on 8-bit Pc and Macintosh, monitors will look the same or close enough color otherwise problems will rise like dithering on color image if they don’t follow fixed palette cause Pc and Macintosh process colors differently. So conclusion is it always wise to use the safe color palette cause you never know what your client used, what kind of computer or graphic card they are using to process your web page.

Yes & No Majority is relevant is due to the fact even duo technology is improving in a very fast pace computer are able to process faster hence able to support high end graphic cards that are able to support high resolutions (millions of colors) and new browser are coming out, but we still need to used the safe color to set a fixed standard of color so that designer are able to design a website that are compatible with different browser and operating system.

Page loading is the time waiting for the bar to hit 100 percent, which display the main site. (Processing speed time)

It Influences my way of thinking on how am I going to design my webpage to achieve faster speed and better interaction with the user while the page is loading. The design of the graphic should be minimize in Photoshop so that page will load faster and by adding interactive cursor for example during the loading time will increase the user attention, hence increase the chances of user revisiting the site again. Otherwise if the page loads forever the user just switch it off and never visit the site again.
